They can't be edited after they're sent out. The idea behind that is you don't want someone to go in and accidentally change things when you have a hard order out there with a vendor. So, if a vendor comes back and says "our price changed, it's this much now" then you'd delete the existing PO out, edit the vendor's price and create a new PO with that new pricing.
